Gezocht: Project Officer in charge of the Belgian EU Presidency
The JClub, in co-operation with the European Youth Forum (YFJ), is recruiting a project officer to contribute to the JClub’s and YFJ’s work in the context of the Belgian EU Presidency for the second half of 2010.
It has become a tradition that the National Youth Council of the country hosting the EU presidency hires a project officer to accompany the relevant Presidency.
The JClub is the cooperation platform between the Conseil de la Jeunesse de la Communauté Française, the Rat der deutschsprachigen Jugend and the Vlaamse Jeugdraad. These are the official advisory councils of the three Belgian Communities on all issues concerning children, youngsters and Youth organisations. The Vlaamse Jeugdraad will act as a co-employer of the project officer on behalf of the JClub.
The European Youth Forum (YFJ) is the platform representing 99 National Youth Councils and International Non-Governmental Youth Organisations throughout Europe and working for the interests of all young people in Europe.
The project officer will be working from Brussels and he/she will have to closely monitor the political developments and activities organised in the context of the Belgian Presidency, notably the activities related to the European youth policies. The project officer will work for the JClub as well as for YFJ’s Policy Development and Advocacy Department and statutory bodies of the YFJ and will liaise between the JClub, YFJ and the relevant authorities in Belgium. He/she will also contribute to the work of the JClub and YFJ’s member organisations in order to increase our capacity to react to the debates and activities initiated by the Belgian Presidency.
MISSIONS:
- Monitor and report youth policy trends in the EU to all stakeholders (young people, youth organizations, JClub, European Youth Forum);
- Monitor and report on EU policies which have a direct impact on young people to all stakeholders;
- Facilitate the participation of all stakeholders in the policy developments in the EU under Belgian presidency;
- Liaise between the European Youth Forum, the JClub, the Youth work and the Belgian presidency;
- Transfer the policy advice from the JClub and YFJ towards the Belgian presidency on youth policy as well as on other policy areas;
- Maintain regular contact with the different actors in the field, including YFJ Member Organisations, the European Commission, and the national authorities in charge of youth policy issues;
- Facilitate the contacts with Belgian and European civil servants in Brussels (written and oral contacts, and arrange appointments);
- Organise, run and take part in international meetings and projects concerning the Belgian presidency;
- Contribute to the organisation of activities and the structured dialogue with Young people (including the European youth conference and thematic conferences) under Belgian presidency;
- Carry out research and draft reports for the JClub and YFJ;
- Draft articles for the JClub and YFJ’s publications as well as for external publications.
PROFILE & SKILLS REQUIRED:
- Have an insight in the Belgian EU presidency or be able to acquire this knowledge rapidly;
- Good knowledge of the Belgian civil society and preferably of youth organisations or NGOs;
- Good knowledge of the Belgian political system and culture;
- Good knowledge of EU institutions and policy processes;
- Preferably have training and professional experience in a youth NGO;
- Show initiative, be able to solve problems, have the sense of organisation and be able to set priorities while dealing with several tasks at the same time;
- Be sensitive to cultural differences and be able to work with people from different backgrounds;
- Able to work under time pressure with flexible hours, and when required on weekends;
- Able to speak and write perfectly English and Dutch or French. Good command of the other official Belgian language. Knowledge of German is desirable. Other languages will be an asset;
- Excellent communication skills, empathy and tact;
-Able to carry out research, collate information, analyse and summarize them;
- Be willing and ready to travel regularly;
- Be available as of May 3rd 2010.
TERMS OF THE CONTRACT
The duration of the contract is 9 months, 38 hours a week. The salary will be in line with barema B1a (PC 329). The selected person will start on May 3rd 2010.
